134972 - ctrl+pgup/pgdown fails after opening a new Tab

Using CTRL+PgUp/PgDown to switch between TABs doesn't work anymore after opening
a new Tab with CTRL+T (it shows the history list from the URL box  instead).
Some problem happens when you ctrl-click a link, the time the TAB is loading
(ie. showing 'loading...') you can't switch to another tab with the keyboard
(NOTE: I have 'background loading turned on', so the new TAB opens in the
background, when I cycle to the TAB showing the 'Loading...', I get stuck at
that TAB).

Reproducible: Always
Steps to Reproduce:
1. Open a new TAB with CTRL+T
2. Use CTRL+PgUp to switch to previous TAB

Actual Results:  Shows the drop down history list from the URL entry box (which
is bound to PgUp/PgDown)

Additionally you can also reproduce this as follows:

1. Turn Edit->Preferences->Navigator->Tabbed Browsing->'Load links in the
background' ON
2. CTRL-click an URL that loads for a while (ie. bugzilla query page)
3. CTRL+PgUp through the TABs




Expected Results:  Mozilla should switch to the previous TAB.


Clicking on the viewed html page, deactivates the URL box and re-enables the TAB
cycling.

Confirming.  Ccing hewitt since this is likely a side-effect of the outliner
landing.

isn't this because focus is in the urlbar for new tabs? i think this might be a
dup of bug 114170, but pls explain why it wouldn't be if it really isn't.
