The identity UI only shows permissions for the exact page origin and does not include entries for top-level hosts. It should, though, because these are also checked when the page asks for permission. Making this sec-sensitive for now, this itself is not very sensitive IMO (since most permissions are exactHostMatch anyway) and can probably be opened up later.
