The identity UI only shows permissions for the exact page origin and does not include entries for top-level hosts. It should, though, because these are also checked when the page asks for permission.

Making this sec-sensitive for now, this itself is not very sensitive IMO (since most permissions are exactHostMatch anyway) and can probably be opened up later.

No, this has been like that ever since we introduced the permission indicators. So 51? We don't think this is critical enough to prioritize it right now, though.
