When the category list is expanded beyond the bottom of the category 'bounding
box', the bottommost visible category cannot be selected.

Reproducible: Always
Steps to Reproduce:
1. Open the "Preferences..." dialog.
2. Expand the category list triangles so that the list of categories extends
beyond the bottom of its 'bounding box'
3. Without scrolling, attempt to click the last visible category from the list

Actual Results:  Last visible category cannot be selected, therefore nothing
happens.

Expected Results:  Last visible category should be selected and its associated
preferences should be displayed.
