I wonder if this might be related to the changes in bug 1346913? (The earliest failure of this type that I see is https://treeherder.mozilla.org/#/jobs?repo=autoland&revision=ad39b0e993387a04b05dd4db3f8b634302b653a0&filter-searchStr=windows+media+e10s, 2 weeks after bug 1346913, but I don't see any media changes in that vicinity).

bug 1346913 shouldn't have a direct impact here. In the logs above waitForRtp is passing for both tracks, with what appears to be real packet counts. It maybe that the old behavior was covering up a timing issue in waitForMediaElementFlow, which seems to be timing out within the same second that it was started [1].

bug 1351531 has an assignee!  Will follow up there later this week.
Still working on this issue in bug 1351531, where the plan is to disable the test if no fix is available by tomorrow.

Looks to me like all the failures happened before Ryan landed the test disabling on beta. I'm assuming this is resolved now.
