We'd like to start submitting test results for automation running in our Jenkins instance. To do this, we'll need the various repositories containing tests to be listed in Treeherder with resultsets associated with each revision.

The go-bouncer repository that was added here doesn't have the GitHub hook set up, so no pushes are being ingested over pulse, which causes warnings/errors when the incoming jobs cannot be associated with a push.

These missing push exceptions are causing noise/alerts on New Relic, so I'd like to either (a) get the hook set up in the next couple of days, or (b) mark the go-bouncer repository as `onhold` for now.
