My test from bug 1349005 reports resource://gre/res/test.properties as unreferenced only on non-packaged builds.
It was used by netwerk/test/PropertiesTest.cpp which was removed at https://hg.mozilla.org/mozilla-central/rev/c72d9641ee84#l6.29 (bug 1313752).
We do have a similar python test at http://searchfox.org/mozilla-central/source/python/compare-locales/compare_locales/tests/test_properties.py#31 which uses another copy of the test.properties file at python/compare-locales/compare_locales/tests/data/test.properties
