VR controllers exposed through the Gamepad API support haptic feedback (vibration).

The preference should allow vibration to be disabled for all gamepads (not just for vr controllers).

The preference should be enabled by default and "live" so that it can be changed by UI at runtime and take effect immediately without restarting the browser.

Kip, may I take over this bug? Because I am working on Knuckles support on Bug 1382123, it is very easy to trigger haptic feedback when moving fingers.
