After discuss with zibi.
I guess I'll do this.

1. After localization repo are downloaded and before we compile/pack them into our apk, we upload them to DLC server. This should add some automation code to the build script. Need to disucss with Kinto team to see if there's an API for that.
2. We compile/pack the APK with default locale.
3. After the app starts. If the user select certain lacale, we'll download the locale on the flight. After donwload comepletes, in fennec we call the JS method to notify Gecko to reload l10n registry.
4. If a user go to about:download then, he/she will see the new added locale string.

Hi Nevin:

Noted and this is in fact in our backlog already. Since we have MVP/Backlog planned for the current sprint already you may have some investigation if you are ahead of the sprint progress. And if it's deemed an easy-to-fix we may plan it into the sprints in the near future. (otherwise it will be good to follow the task priority from Product). Thanks.
