Details
GoFaster System Addons, Shield Studies, and Telemetry Experiments all can perform network requests to investigate issues seen by users but not by developers, and the load consequences of making such requests are obvious. It's not obvious 1) what teams need special coordination to handle these sorts of investigations, and 2) what tools are available via the different deployment mechanisms to smooth out the load. Write that up.
