Full policy location can be found in the "about" attribute of a POLICY node ( in
a policy reference file ). If the value of the "about" attribute does not
include the path, i.e., fullpolicy.xml instead of
http://www.domain.com/fullpolicy.xml or path/fullpolicy.xml, then we're supposed
to locate the full policy under /w3c.

Should be interpreted as /w3c/policy.xml.
