When running the mozilla browser, if all the applications including the browser
are minimized then the last opened browser window restores up again automatically.

Reproducible: Always
Steps to Reproduce:
1. Run Mozilla
2. Open a new browser window
3. Minimize both windows


Actual Results:  The new browser window that was opened restored up again

Expected Results:  All browser windows should stay minimized unless I
specifically say to restore/maximize it.

This bug does not occur if after step three the new browser window is closed.
Then minimizing the main window does not produce this bug.
