When inserting or updating a Release with a Scheduled Change it can be helpful to see what's actually in the new version of the Release. This will be particularly important when we enable required signoffs because someone approving the change will want to be able to see what's in it. Adding a "View Data" button to the Releases Scheduled Changes UI would be a big help here, similar to how we have one on the main Releases page.
This button should only be shown for inserts or updates, too.
