On my win98 box running 2002040410 (and also on 040203) if a message in the
message header pane is at the bottom of the pane, even though I can see it, and
can move the mouse pointer over it, when I click on it, it is not selected.  I
have to scroll the pane so the message moves up a line and is no longer the last
message in the page in order to be able to click on it.

adding regression keyword since last week's builds didn't do this.
this is difficult to describe, so if this is unclear I can make a screenshot to
illustrate the problem.
