This is happening on my Surface Pro 4. On my desktop PC it's working fine (as of today... I remeber having problems there too, but not right now).

I'm still experiencing this bug. Right now it's the status on the different devices is swapped though: it works on my Surface, and it doesn't on my Desktop.

I'm totally new to bugzilla, so I don't what else I should do with that information. But I found these related bug reports:
https://bugzilla.mozilla.org/show_bug.cgi?id=874282 (says it's unassigned)
https://bugzilla.mozilla.org/show_bug.cgi?id=575245 (says it's fixed)
(and a duplicate of ^: https://bugzilla.mozilla.org/show_bug.cgi?id=484924)

Whilst there some potential dupes like bug 1335341, I decided to post here

On W10 Pro x_64 v1903 b 18362.175 the following M apps (all x_64) are exhibiting the issue as described by the OP, and it is only those M apps that exhibit the issue but no other apps.

  • TB 60.7.1
  • FF N 69.0a1 (2019-06-13)
  • FF DE 68.0b9
  • FF B 68.0b9
  • FF 67.0.2

Maiden or existing profile does not change the outcome.

Pressing F11 does not change, pressing F11 again (to revert from full screen) and the taskbar is accessible. However, minimizing the FF window and maximizing it again renders the taskbar inaccessible again.

Only workaround thus far is not to auto-hide the taskbar.

I have had this bug for more than a year on Windows 10 LTSB with Firefox Developer edition and got this bug now on stable release 68.0 yesterday.
I have had the bug time to time on Windows 7 but it was solved and resolved but it was a long time since I moved from W7 so I can't remember details anymore.
Reinstalling on W10 does not help, reinstalling with by removing all files in C:\Users\Administrator\AppData and other paths + regedit does not help.
Restarting explorer does not help.
Only solution I had was to reinstall W10 and perhaps it would be good for another three months, but starting a few months ago, as soon as I sign in to sync my firefox account on Firefox Developer edition and Beta edition and yesterday it started happen on stable release that the taskbar is always hidden behind a full screen firefox window.
I have already tried creating a new sync account but it did not help.

But I don't have this issue with Thunderbird like vtool describes above, only on Firefox

If there is any data that can be provided I would be glad to help

For my node the issue seems to be exhibiting with zero width window border

[HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics]
"BorderWidth"="0"

increasing the value to > 0 (rebooting to apply) and the issue does not exhibit. For some inexplicable reason only Mozilla applications appear to be causing this grievance.

Bug 575245 was fixed 9 years ago, so reverting the closure as a duplicate. This would appear to be a seperate issue.
