Devices: Android 4 & 5 devices.
Build: Nightly 55.0a1 (2017-04-12).

Steps to reproduce:

1. Install a web app (e.g. Twiiter) and open it.
2. Long press on a word to select it.
3. Check the text selection toolbar.

Expected result:
Text selection toolbar is opened at the top of the page, as in the browser (works the same in Chrome web apps).

Actual result:
Text selection toolbar is not displayed in web apps.
