[User Story]
As Firefox team, we want to keep the overlay flexible for future / different tours

[Acceptance Criteria]
- We can inform old users if there are new tours
- We can replace individual tours in the overlay 
- We can scroll inside the overlay to fit longer content
- The overlay will re-layout to fit a smaller window

Hi Fischer,
As these 6 individual tours are for experiments at the moment and are likely to be different 
1. for future releases
2. for new users / returning users
3. for different markets
We'd like to be able to trigger new individual tours that we want to introduce in the future and replace and re-order any of the individual tours that might be completely different from the 6 we plan to implement now.
