Environment: 
Device: HTC (Android 7.0), Huawei MediaPad M2 (Android 5.1.1);
Build: Nightly 55.0a1 (2016-02-18);

Steps to reproduce:
1. Launch CustomTabsActivity;
2. Scroll down the page.

Expected result:
The URL bar disappears when scroll down a page.

Actual result:
CustomTab toolbar stay displayed when scroll down the content from the page.

Notes:
On Chrome CustomTabs this scenario is implemented.

First some things about the bug:
If I would have the right I would've changed the Component from General to Custom Tabs. Also :jalin seems to no longer be active on Bugzilla or left the company so again I don't the right but somebody might wanna cancel to change this needinfo. And the whiteboard [parity-chrome] should be added I guess.

I think this should be discussed/bumped in priority as Chrome is already using this and it helps the user to save unnecessary space and focus on the webpage. I could write specs if needed.
