Steps to reproduce:
1. Start Nightly55.0a1 w/ new profile
2. Quit Nightly
3. Start Firefox53 with the same profile of step1
4. Open Library
--- observe Bookmarks and History
5. Open any website
--- observe Bookmarks and History
6. Attempt to restore bookmarks from bookmarkbackups
--- observe error message
Actual Results:
Bookmarks and History are completely lost.
Bookmarks and History are completely nonfunctional.
Restore bookmarks fails with the following error.
"Unable to process the backup file."
Expected Results:
Bookmarks and History should be kept.
Bookmarks and history must full function.
Restore bookmarks should be successfully performd.

This is not a supported use-case, it if worked this far, it was by luck or accident.
What we support is downgrading a previously upgraded profile BY 1 VERSION, so if you upgrade from 54 to 55, hit a startup crash or a serious graphics issue, and downgrade to 54, that should work.
The use cases to install a new version of firefox with a new profile, and then downgrade the same profile are limited, and the cost to support those would overweight the benefit, since we should keep bringing past mistakes into new profiles.
So, unless you have a compelling use-case to bring to the table, this is a wontfix.
