I've also encountered this bug using:
Win2000 SP2, Moz0.9.8 BuildID: 2002020406

In the Mail window select: 
1) Edit->Message Filters
2) Select any filter and press the Edit button
3) Using the mouse wheel on any of the drop down list boxes causes a
 "The instruction at "0x..." referenced memory at "0x..". The memory could not
be written.

Reporter (Alexander Hain), please can you check to see whether this bug is still
present in a recent build (Moz1-RC1 or a new nightly build). If this bug does
not occur please can you resolve it worksforme.
