Should mark Default Browser tour as completed if Firefox is the default browser

We popup a dialog to ask user if they want to set firefox as their default browser now. Not sure if we need to remove that behavior after we have this first run experience. But removing that dialog completely doesn't make much sense either since user can change their default browser after they finished the first time tour. Combining the two, the solution may be "checking if the tour has been completed before showing the popup" or something. We may need to discuss about that.

Update from Comment 1, just confirmed with Verdi: In current implementation, we don't show the default browser check dialog when a user opens Firefox for the first time. We show the dialog from the second time we start, and it is OK to let it there with the onboarding overlay exists. The only thing we need to confirm then is whether we need to reset the counter of checking default browser.
(so we can make sure when user upgrade from the old version, it sees just the tour icon without the set default browser. But this is relatively in low priority IMO)
