The executive report contains aggregates that stretches back as far as 2015. This data is mostly compatible with the topline_summary, but includes extra fields that are no longer being used such as inactives and five-of-seven. This should include backing up the csv file to a new location and creating a job to backfill the data to telemetry-parquet/topline_summary.
