When I start up, my toolbar links and bookmarks for sites that have favicon.ico images do not display the icons until after the first time I've visited the site (after which, they seem to stay around for the whole session.) I see that the ICON= URLs are being saved in my bookmarks, so you know they're there. I can understand that you don't want to load potentially hundreds of URLs when the browser starts up -- but, I'm sure these URLs have not yet expired from my cache, so I'm guessing you're not even looking. If they're in the cache, you should use them. If they're not in the cache, then you should wait until they get loaded as a side effect of visiting the site. Though I also think that these images probably ought to always be considered "current" as far as cache expiration goes, since they're constantly visible on the screen (the toolbar buttons, at least.)
