In private browsing mode (i.e. in a private window or when you've selected that the browser history is never remembered) the cookies list within the Storage Inspector stays empty.
Within the cookies info window (right-click on the page > View Page Info > Security > View Cookies) the cookies are displayed.

Works fine for me, too. Mozregression outputs bug 1354229 as the one, in which this got fixed.
