[User Story]
As a Firefox user, I want to be informed of a major change to Firefox before it happens so that I can be prepared for it (and maybe even excited about it).

We should open a special pre-photon message in a tab with the Firefox 56 update. Engineering-wise we shouldn't have to do anything as opening a url after an update is an existing feature. 

The content of this page is TBD pending more information about the major features and function of Photon along with any potential user-facing Quantum items that need exposure.

I changed this to P2 because I believe it's required for our MVP. We need to prepare users ahead of time for this big change and not just surprise them when Firefox auto-updates.
this is needed to Firefox 56 release (some time around Oct), set it for P3 for now.
