1360580 - Add the Throttleable class on channels marked as TP

A quick one-line solution to lower bandwidth consumption of TP listed resources, globally among windows.

Bad will be prolonging of the overall page load time which is blocked by TP listed resources (we can't make them LOAD_BACKGROUND).

I will file a separate bug to fix that.
