Symptoms are exactly the same as in the previous bug:

So it looks like something somehow regressed.

I tried today and the date is 9hours off:

$ curl -s -i --compressed https://firefox.settings.services.mozilla.com/v1/buckets/monitor/collections/changes/records | grep '^Date: '
Date: Tue, 05 Sep 2017 23:39:52 GMT
