This makes it difficult for the user to know where the focus is.

Steps to Reproduce:
1. Visit page
2. Place cursor inside an empty textarea or text field and it won't be visible
3.
testing with 2002040803 (which is really 2002040809), i do see a caret, but way
off the expected position. It starts blinking in the middle of page content instead
forgot: seeing this on WinXP. I believe i saw it on a fresh linux cvs build as
well, on the bugzilla query page. On bottom of page, the caret appear blinking
to the left of the "find" button. OS: All.

Another symptom: Go to the "Reproducible" field on the Bugzilla Helper. It's
impossible to select an entry from the dropdown list with the mouse. You have
to click on it, then hit keys to come up with the right item. (Strangely, this
is not a problem on other dropdown lists in the helper - just this one.)
2002040803 under XP.
fix for bug 128133 was just backed out. This is likely a duplicate of bug 136080
Resolving as dup. Bug gone again in build 2002040903, XP
