when tabbed browsing is turned on and the "contol+enter" option
is turned on to create a new tab when URL+control+enter is
entered in the URL bar, the assumption is that a plain URL+enter in the
URL bar *will not create* a new tab. this never seems to be the
case, though.
Reproducible: Always
Steps to Reproduce:
1.Turn on tabbed browsing.
2.Turn on "control+enter+URL" creates a new tab.
3.Type URL+enter in the URL bar.
Actual Results: A new tab is created to hold the URL.
Expected Results: The URL should have been loaded into the existing tab.
