I just noticed on today's nightly.

STR:

1) Open a new tab, navigate to some page
2) Close tab
3) Press Shift+Ctrl+T repeatedly

Results:
The closed tab is restored multiple times

Expected results:
The closed tab is restored once
Is this still happening? Can you reproduce on a clean profile? :)

No, it's not happening today.

Let's close this then and reopen if/when it happens again so we can look into it in more detail - hard to do that if it's not reproducible. :-(
