1362494 - Generate Windows Error Reporting Metadata for Taskcluster builds

Bug 1361058 will be implementing WER metadata for submission to windows crash databases.

This work has a priority that cannot easily depend on taskcluster. There is a requirement that this does not regress [get disabled] once its deployed of course.

As such we need to implement in Taskcluster as a tier 1 blocker, if its enabled in Buildbot before we switch over to Taskcluster tier1; if however the Buildbot work isn't ready by the time we want to switch over to taskcluster tier1 we can defer this to a followup.

Closing this out. The new Windows Dashboard we have access to populates data automatically for anything signed with our Authenticode signing key. So we don't need to do anything to generate metadata.  Talk to sledru for access to the dashboard!
