136286 - list box on Bugzilla's enter_bug.cgi page doesn't change position properly when window is resized

I'm not sure how to describe this, but when you go to enter_bug.cgi,
just try and resize the window sideways.

What I see is that the words "Product: blah" "Component:", and the pulldown menu
on the bottom moves more or less as expected, but that the
list box for the "Component:" stays/lingers in the same place for too long.

On some occasions it actually overlaps with the above mentioned components...
it's quite ugly.

( oh, and actually the same sort of thing seems to be happening with the other
list box on the same page, because when this new enter_bug.cgi page was opened,
both boxes were in totally wrong places, overlapping with  the test around them)

Steps to Reproduce:
1. once you get to the enter_bug.cgi page, resize window sideways 
2. repeat resizing back and forth.
