When I open a Bugzilla Bug page, the CC box is too far to the left - it's way
out of location. I'll attach a screenshot so you can see what I mean. If my
browser is big enough not to require horizontal scrolling, there doesn't seem to
be a problem. Slightly resizing the browser will cause the page to be drawn
correctly.

Reproducible: Always
Steps to Reproduce:
1. Don't have the browser window too huge, but it can be reasonable.
2. Go to a Bugzilla Bug page.
3. Look at the CC box.

Actual Results:  The CC box is too far to the left - it is in the wrong location

Expected Results:  Should be directly under the Add CC text box and work the
same way.
