According to the test at http://www.mozilla.org/projects/xul/tests/buttons.xul,
when I click the button, a menu should open.  This does not occur.

Reproducible: Always
Steps to Reproduce:
1. Load http://www.mozilla.org/projects/xul/tests/buttons.xul.
2. Click button.

Actual Results:  Menu does not open.

Expected Results:  Menu opens.

(The first tooltip button and ok/cancel/help/details also doesn't work)

The implicit hookup of the child menu is not working. If you add the explicit
|type="menu"|, then this works ok. I don't know if the support for the implicit 
form was ever implemented.
