1364340 - Enable dom/media/test/test_resolution_change.html on Android

If the video resolution isn't supported by hardware codec, we should fallback to software codec.

STR.
1. Run dom/media/test/test_resolution_change.html on Android

Expect.
2. The video can be playback

Since we don't create correspond video decoder for the webm file, the test always gets fail on Android. 
This issue would be solved by bug1364341, and then I'll retest it to make sure it's robust enough to be re-enable.
