Current nightly takes around 6 seconds
Current Firefox beta takes around the same amount of time as nightly
Google Chrome Version 58.0.3029.110 (64-bit) opens that site in around 2 seconds

Resolving as WFM - 2 year old bug that is no longer reproducible.
