Steps to reproduce: 1. open Mozilla, and ensure that your homepage is more than one screen long 2. press cmd-N to open a new window 3. press either the down-arrow or PgDn Instead of scrolling the document, it tries to open the Recent Document list (I guess!) but it's blank. It should either open the list correctly, or (my preference), scroll the document. Maybe split the difference, i.e. down-arrow will open Recent Documents while PgDn will scroll the document. In any case, the current functionality is useless, as neither feature is available. FWIW - If you open the new window, then click the down arrow, the Recent Document list appears correctly. Also, if you press TAB (to shift the focus from the URL to the document) then keyboard scrolling works.
