Mozilla 0.9.9 (build 2002-03-11-04) on Windows XP, also seen on build
2002-04-02-?? on Win2K.
If you have a :hover pseudoclass in a non-<a> tag, eg p:hover {...} then this
doesn't work if the mouse is hovering over text, only in non-text parts of the
element. See the given URL for an example. I'm sure that this must already
exist somewhere in Bugzilla, but I can't find it, so I apologise in advance if
this is a duplicate.

I have a fix, and hopefully will check in soon.
