psutil 5.1 has a cpu_freq() API to obtain the CPU frequency. I'm not sure what all platforms this runs on and whether it returns current CPU versus maximum/baseline CPU. But it seems potentially useful to record CPU frequency during the build so we can:
* Report in metrics the CPU frequency (along with model info) so we know the types of machines people are building on
* Alert/identify users when thermal throttling may be coming into play (e.g. if CPU usage is ~100% and CPU frequency is significantly lower than an observed max, the CPU may be thermal throttled).

FYI we should grab the "CPU brand string", which is the bit in /proc/cpuinfo on Linux like "model name : Intel(R) Core(TM) i7-3770 CPU @ 3.40GHz". There's a small pure-Python module to do that here: https://pypi.python.org/pypi/py-cpuinfo
