Details

Once we have telemetry (and events) in place, we can activate the bookmarks merging (and consequently the bookmarks repair process).
Bug 1252469 covers turning on bidirectional sync. I've added it to the dependencies for this bug. And Bug 1260896 (implementation) is a dependency of this bug (enabling repair), so I flipped that around.
