The feature (which has not yet landed, but I need a bug number for the enabling patch) is controlled by the "dom.backgroundSync.enabled" pref.
The intent to implement post was:

Chrome shipped the feature enabled by default in Chrome 49 (March, 2016) per https://www.chromestatus.com/features/6170807885627392
The intent to ship post won't be made until the initial implementing bug lands and sees some verification, at least.

We have a negative standards-position on single-shot background sync and negative standards-position on periodic background sync so this bug can be closed.
