Details
Currently the ability to turn on tracking protection for Firefox is not exposed to the user, it is only available in private windows.
There are addons:
https://addons.mozilla.org/en-us/firefox/addon/qwantcom-for-firefox/
and others.
We should provide a web extension API to enable/disable tracking protection as long as we don't offer it in Firefox.

My only comment is that there may already be a couple of duplicates for this. There's bug 1345158, in which I have pretty much already implemented this as part of the privacy API (but it hasn't been reviewed yet) and bug 1359862, in which Mark is working on a Tracking Protection API and I suggested he take over my work and implement the API for turning tracking protection on and off as part of his bug.
I think that bug 1359862 should dupe both this and my bug, but maybe we need to discuss that with Mark first.

bug 1359862 is the tracker for the tracking protection updates for webextensions so I think this should dupe Bob's in-progress bug 1345158.
I'll go through the tracker and make sure it's bugs are all up to date.
