Untiil recently, mousing over a truncated heading in the Help window's left frame would trigger display of a toolip showing the full heading. This useful behavior has disappeared. Our recent help usability test showed that its absence is irritating for users and makes it more difficult for them to navigate. Therefore, assuming there are no technical problems, we'd like to restore these tooltips for truncated headings.

reassigning to hewitt: this is undoubtedly fallout from his tooltip crasher fix a couple of months ago, and I believe it's not restricted to the help viewer.
