browser windows won't minimize on WinXP

Details
When minimizing the browser window in WinXP, often the window will pop back up
immediately after shrinking. The window always seems to pop up in the
non-maximized state, regardless of what state it was in before trying to
minimize it.
Unfortunately, this behavior is not entirely consistant. At first it seemed
that this behavior occurred when minimizing the last visible browser window, but
that doesn't even seem to be happening for me any more. The Mail/News windows
never seemed to have this problem at all.
This is happening on a brand-new installation of Windows, with a new copy of the
2002041003 builds.
