[Tracking Requested - why for this release]: Reproducible: always Steps To Reproduce: 1. Navigate some page, so that Back button will be enabled 2. Long mouse button down on the back button so that tab history menupopup will pop up, And mouse up --- Active state is gone --- BUG 3. Mouse move on tab history menupopup --- No active state --- BUG 4. Mouse move on content area --- Active state is back. Active state is ok. 5. Mouse move on tab history menupopup again --- Active state is gone --- BUG Actual Results: Active state is gone. Expected Results: The back button should be in active while tab history menupopup is shown.

Reproduced the issue on Nightly 55.0a1 from 05-23-2017 on Windows 10. Verified as fixed on latest Nightly 56.0a1, build ID 20170615030208 on Windows 10x 64, Ubuntu 16.04 and Mac OS X 10.12.
