1367314 - Multiple notification overlaps if the situation fulfill more than one rule

We'll need to define the behavior if more than one rule fulfill. Currently, if multiple cases fulfilled, there will be a lot of notifications stacked.

Hi Al, here are some general rules from UX perspective:

1. Snack bar and toast have the highest priority and should be always displayed on the first level.
2. Snack bar and toast should always not be displayed at the same time.
3. If snack bar or toast is displayed with banner together, the snack bar or toast should override banner and be clickable if there is an action button on it.

I don't see any notification for MMA integration yet. Will double confirm it w/ later build.
