The pref should be flipped back one we have enough telemetry (one or a few days should be enough), or if we get any regressions, or a crash spike.

Now that we're doing this as a Shield pref study, I'm not sure whether we'll wind up needing a separate bug here, or whether it will all go into bug 1367951
