The spec for String.prototype.substr states that "This annex describes various legacy features [...] These features are not considered part of the core ECMAScript language.":

This would appear to indicated that MDN's substr page should have a 'Deprecated' tag and a '{{deprecated_header}}'. I can make this change, but I want a second opinion first.
