When drag-scrolling, if the mouse is lifted over a textarea, the drag-scroll
continues indefinately. (or until you click, or run out of page to scroll down)

Reproducible: Always
Steps to Reproduce:
1. Scroll to the top of this page
2. Click on the "bugzilla" word up there, drag down to beyond the bottom of the
window
3. The page scrolls up - when the "add comment" textarea appears, position the
mouse pointer directly over it and release the mouse button.
4. Watch the page continue to scroll.

Actual Results:  Page scrolled even after I released the mouse button.

Expected Results:  Stop scrolling when mousebutton is released

I still see this on 20020429 (Mozilla_1_0_0 branch)
Confirmed using FizzillaCFM/2002051005 (RC2). Raising Severity to Major and
editing Summary.

When trying to reproduce this bug, be sure to reduce the vertical size of your
Navigator window so that the textarea isn't initially visible.

You'll also notice that if the textarea is partially visible at the bottom of
your Navigator window, drag scrolling won't commence until the pointer is
dragged below the bottom, nonvisible boundary of the textarea.

The problem is easily reproduceable using Mozilla 1.0, 2002053012 on Windows 2000.
So platform should probably be changed to ALL.

And there seems to be a similar problem that might be related to this one: bug
148875.

I see this on Linux too, current trunk. (Tested by slowly drag-selecting text
below this form and dragging upwards, then releasing button over the form. 
Selection and scrolling then went on to happen without my interferance.
