For fingerprinting resistance, we want to open popups in new tabs for preventing any chance that opens a maximized window and get users' resolution.

We like to provide the same behavior as 'browser.link.open_newwindow.restriction' = 0.

Oops, there is a conflict between definitions of priority (we defined P1 as MVP bugs).
Let me assign this bug to Tim for now.  If it's confusing, we'll use other fields to define MVP.

Per discussion with Arthur, this doesn't fit in the category of fingerprinting resistance very well. It's more like a prevention of misuse for users to not reveal their window size for Firefox. And Firefox rounds the window parameters and pop-up windows as well when fingerprinting resistance is enabled, so the reason for taking this as a part of fingerprinting resistance is gone.
