This was implemented in bug 591052 for Fennec. Bug 612718 to not build it in Firefox was wontfixed and it was packaged for Firefox in bug 726864 because "This has potential use in Firefox", but the mentioned used case (bug 674720) has been removed.

This shows up during Firefox startup and is a waste. We should not package this on Firefox. And given that I can't find any actual Fennec use case, I think we can just remove it completely.
